The mounting plate that goes on top has a 2 inch wide channel, the bottom plate has a flattened v shape that works with square, round, or oval crossbars. I bought this brand for the flattened oval crossbars on Ford factory roof rack and it works.

Do they work for cross bars that are 2 1/4" wide x 3/4" high? - Yes

Can this hold a canoe? - I see no reason why it couldn't. abit of an overkill, why not just put it upside down on the crossbars and tie it down.
