That is correct. The lining comes with two plugs in the bottom for easier draining once out of the water, and the inner tube has a couple of small drain holes for anything that comes in over the side, but they aren't that effective. It's never been a problem for us though. Just need a good chamois or cloth to wipe it out with at the end of the day.
Definitely not narrow. Wider than a hard shell and more steady than one as well. Recreational, yes, although I do a lot of fishing, ocean shore and love to surf the big waves. I would never go out farther than you can swim back to shore or overnight/weekend jaunts just in case but I've had mine going on the third year and looking forward for this season.
