It would work great for that application! We used it as a non-slip option on top of a kayak for my wife’s dog and it works great. Enjoy

If you are talking about designating an area to place these mats all the time it might work. The concrete would have to be free of dirt and oil for the mats to adhere to it. The rest of the time you'll have a couple pieces of rubber to work and sweep around. I think there would be better options.

3. What is the best way to prepare the surface for optimal adhesion of this product?

I used this on a stand-up paddleboard. All I did was wash the surface really well and did a light sanding with fine grit sandpaper, and it seems to be holding really well.
