Does this have the toggle handle?

Yes. Toggle is on front. Very easy and light to transport. I love this kayak. Even my 13 year old can still use it.

Can you add a seat to this.?

There is no commercially made seat to add to this, however if you can fabricate aluminum strapping and mount a small seat to the fabricated aluminum frame, I would say yes. My advice would be to keep it light and very low for balance... goog luck

Does this have paddle holders and a tow line?

My six year old loves this Kayak! There is an indentation for the Paddle on the kayak yes there is a place in front so you can tow the kayak !!

Would this be ok for a 4 1/2 year old tied to an adult?

Absolutely. My kids were 4+ when started and they learned it very quickly. I now have 6 and 8, almost 9 year old and they can't wait for summer!
