is this OK for a 175 lb person to just practice padding in a pool?

No. The water is almost get in the kayak, if you are not moving. I don't think that is a good situation to practice. I suggest person who less than 150lb can practice in the pool. The person who less than 140lb use it in the river or lake.

Can an adult that weighs 150 or less use this?

Yes, as long as you are within the 150 pound weight limit you should be fine.
